I think you mean aerated lagoons.

A lagoon is a pond which holds waste water allowing solids to drop out before the water is further treated. These are seldom used for municipal treatment any more.
A residential sewage lagoon system is a little different. The raw sewage is first digested in a septic tank, which captures the "floating materials and the sludge allowing only the water born materials through to the lagoon.
The lagoon is a pond about 3 to 3 1/2 feet deep and allows microbes a place to finish digesting the sewage.
